Born on November 25, 1953 in Uttar Pradesh, Shri RK Mathur is a Bachelor of Technology in Mechanical Engineering from IIT, Kanpur and Master of Technology in Industrial Engineering from IIT, Delhi. He also holds an MBA degree from the International Center of Public Enterprises (ICPE), Ljubljana, Slovenia. Shri Mathur is a retired 1977 batch IAS officer of Tripura cadre where he served as Chief Secretary for three years, during 2003-2006, before he moved to the Govt. of India on deputation. In the Govt. of India, Shri Mathur retired as India’s Defence Secretary two years after being appointed to that post on 25 May, 2013. Earlier, he had served also as the Defence Production Secretary and Micro, Small and Medium Enterprises Secretary in the Govt. of India. In the Indian civil service, he has had a distinguished career for close to four decades. After retirement from the Indian Administrative Service finally in 2015, he had a stint as the Chief Information Commissioner of India (CIC) from where he retired in November, 2018. He was then appointed as first Lieutenant Governor of the Union Territory of Ladakh on October 31, 2019 and, by virtue of this, he is Chancellor of the University of Ladakh.
